Time to face the fact. Come On Over has been acknowledged and ranked in the Rolling Stone's The 500 Greatest Albums of All Time (2020).
Shania will be acknowledged and remembered as the leader of 90s Country Pop trend. Her works are to be remembered for its production and meaning.
In country music, such a tradtional and conservative music genre, she made her voice heard by the world, and broke the both musical and cultural boundary for feminist country artists, beating male country artists who know no more than bear, truck and their tedious bromance.
She is the one who inherited the spirit of rock and roll, just like Madonna, and she transimitted it into country music. And she has become such an inspiration for contemporary first-class cross-genre artists, including Taylor Swift, Carrie Underwood, Harry Styles and Kace MusGraves.
Rock and Roll of Fame should not consider just rock artists because rock influences not only exist in 1 genre. Country artists have rock sounds, too.

Don't get me wrong, I love Shania Twain, but does one really good album get you into the Hall Of Fame. Realistically I say no.

Even though my favorite artist is Kate Bush, and literally no one can compare to her, I still think that Shania Twain is pretty deserving. She has at least 2 impactful good albums. As far as I know she has the largest selling album by a country and also by a female artist ever, let alone she's sold many tickets to her concert.

She appeared during Cher's VT induction clip package this year. Can definitely see getting in within the 5 or so years. She's been actively cementing her legacy since at least 2017; well connected; likely not getting into the CHOF due to politics; imbues the R&R by existing and performing the way she did in the country music/nashville ecosystem; and has been claimed as an influence for a lot of non-country acts, including arguably the two current biggest pop stars on the planet - and future inductees? - Harry Styles and Taylor Swift.
