I made a post about Russ Ballard on the Argent page because he was the lead singer of Argent. Ballard's songwriting credits include:

God Gave Rock and Roll To You (first recorded by Argent, later covered by Kiss)
Liar (Three Dog Night)
New York Groove (Ace Frehley)
Since You've Been Gone (Rainbow)
Winning (Santana)
You Can Do Magic (America)

Above five are just a sampling of the plethora (Howard Cossell word) of great songs written by Russ Ballard. He is/was a top notch performer and singer, but I believe he will make it into the Rock Hall only as a song-writer and producer. He also did noteworthy work w/ Roger Daltrey. Add following songs to above list:
Come And Get Your Love (Roger Daltrey)
it's not the Redbone song by same name
Someday We'll Be Together (Pointer Sisters)

I would say, Hell Yes! as a song writer.
