How can a rock band that's been around since the 70's, and inspired so many other bands, and are still touring not be inducted??

Nope, this is just a fan's pipe dream. No power staying, no commercial success, no critical acclaim, no influence, and no originality and innovations.

These guys don't meet the Hall's criteria.

Dude,
Have to say you are way off base here. Even though Yesterday and Today may not have the credentials to qualify for the RRHOF, agreed, due to lack of extensive and consistent impact records, their first 5 LP's would rival any late 70's and early 80's Hard Rock/ Metal/ Pop Metal type category. Though not well known nationwide the core of Hard Rock fans knew the first 2 or 3 albums before Black Tiger and Mean Streak, when they got more popular, were super heavy. Your comments do not hold water at all. Rockers in the late 70's were jamming on the Debut album, Struck Down and Earthshaker, before the likes of Hair Metal emerged on the scene. People tend to forget, or never knew that Y & T released their Debut album almost 2 years before Van Halen's debut, and being from the San Francisco area, stomping a lot of the same dirt as VH, as both bands were progressing. I am sure that Eddie and Alex both picked up a few things from Dave Meniketti and Leonard Haze in that time period. I would say Yes to power staying(they are still performing and kicking ass), Yes to commercial success(10 or so very good to excellent albums), Yes to critical acclaim,( metal enthusiasts love the band and critically are rated high among their peers). Yes to Influence, as obviously maybe you have not heard the first 2 albums, which are both Hard Rock and Progressive Metal in nature, AND for any band , and I'm sure there were, that either experienced the band or were fortunate to check them out, were influenced in some way. And Yes to originality and innovation, as very few bands were sounding like Yesterday and Today in 1974 through 1978, except for Van Halen, and Y & T had the record deal first in 1976. There are a ton of Great bands who will probably never make the RRHOF, but that does not mean they are not excellent bands or musicians. In fact, there are many bands who are probably better than some bands already inducted, but just don't have those credentials, as you state.
I can guarantee that the original lineup of Y & T , with Dave Meneketti. Phil Kennemore, Joey Alves, and Leonard Haze, would give any fellow Rock band a run for their money. I will admit that probably their downfall was more commercially generic material in the later 80's, but they did make a return to form comeback in the late 90's and into the 2000's, but at that point they were not commercially relevant. So they have a lot of great material, but suffered the pitfalls that many a band have experienced, but on more of an underground level, Y & T have always been reveled in the Rock/Metal world..

I can't believe Y&T aren't already IN the Hall of Fame. Look at the "floating Loafs" already in there, and consider the impact this band had on the 80's metal scene. They have scored music for feature films, their front man is an accomplished guitarist, what more do you want? How many hits did the Sex Pistols have? How about Laverne Baker, Brenda Lee, Dr John, or The Impressions? I've heard one song by Dr. John because of a wrestling podcast, and Brenda Lee is country. Don't kid yourself, Y&T Rocks!!!

Time for Y&T to be in the RRHoF. The garbage they choose over this influential band to be inducted invalidates the RRHoF. The most industrious and creative bands with one of the best guitarist Dave M. has been playing for nearly 50 years! Summertime Girls baby!
