The Boomtown Rats played great rock n' roll on record and live, their performance on Live Aid was seen by millions and that was nearly at the end of the band's life in the 1980's-if you listen to any of their records you'd vote to induct.

Bob Geldof might get in on some sort of non-performer catagory, but the Boomtown Rats were never that significant. They had a couple of nice hits, but other than that...

Looking at some of those inducted, who cares? Maybe if the Hall of Fame wasn't so US centric, but looking through the eligible artists if T.Rex and Deep Purple aren't in then there ain't much hope for Slade, Sweet, Squeeze, Pulp etc.
