How can one hit wonders like The Zombies be inducted, but Leo Sayer not be?

Rick, The Zombies are 3 hit wonders.

The Zombies had some edge to their sound. Leo Sayer, although a talented singer-songwriter, was ultimately a pop balladeer. Not much rock & roll about him. More deserving than some of the dross they've inducted though.
