John Cooper Clarke has been referred to as "The Bob Dylan of the Punk Movement."

He himself wasn't a punk musician but a performance poet who happened to gain popularity during punk's heyday. He has basically no chance of being considered by the Hall (I doubt they even know who he is), but hey, Gil Scott-Heron was into spoken word!
