I'm surprised he hasn't already. Although he wasn't really popular in the American music market, he was and still is super popular in Latin America and is even considered the king of Latin pop! So kina ironic that he hasn't been inducted yet. Him and lil Kim both deserve to be in here

There are plenty of performers in the Hall of Fame that don't have rock as their primary genre. That being said a lot of early Spanish work falls very comfortably into 'soft rock' more Richard Marx than Springsteen but a few songs hit harder. His English work has mostly had very dance-pop production but the Escape album had quite a lot of classic rock and pop influences and arguably his most overt rock sounding album is on of his most overlooked.

He had multiple arena tours and Platinum albums in the 90s just in Spanish and in those days there was no Latin Category so he actually had to shift a million copies to certify. He had a successful crossover period that outlasted his peers with multiple Hot 100 #1s. He remained somewhat relevant on the charts until the 2010s were he got a pretty big comeback. I'd say both his and Shakira (another Latin-pop star with rock leanings) are worthy inductees.

"Although he wasn't really popular in the American music market"? Enrique Iglesias was and is massively popular. He's had several #1 singles here. Hero was MASSIVE in 2002.
