Don't think so, though "Hooked on a Feeling" was one of the earliest songs to feature an electric sitar (songs featuring an electric sitar that came out around the same time include "Monterey" by Eric Burdon and the Animals and "Cry Like a Baby" by the Box Tops.

If the "Rock & Roll Hall Of Fame" had any decency then BJ Thomas should have been included as soon as he was eligible. Send them a letter and tell them to stop discriminating against decent clean living performers.
